Comments on Proposed Emergency Planning Rule Hodifications (53 FR 16435)

Gentlemen:

Toledo Edison appreciates the opportunity to comment on the proposed revision to the Emergency Planning Rule which appeared in the May 9, 1988 Federal Register (53 FR 16435). Toledo Edison participated in the development of comments submitted by NUHARC and supports the NUMARC comments.

Toledo Edison vishes to emphasize the difference in Emergency Plan requirements between those plants with a full power license and plants that have only received a low power license. The potential offsite health and safety impact for new plants operating at less than 5% rated power is considerably less than plants operating at greater than 5% power.

Ve believe there is a strong technical justification to support the proposed rule.
