"Technical Assistance in Review of Com-posite High Integrity Container Topical Report", provides additional funding for Task Order 13, and provides additional funding under the contract.

Under Section G - Contract Administration Data, Paragraph G.1, Contract Ceiling Amount, the second sentence is revised to read:

"The amount of funds available for performance under this contract is increased by

$45,000.00 from $1,115,900.00 to $1,160,900.00."

This modification also increased the funds available under Task Order 13 by $49,000.00 from $50,000.00 to $99,000.00."It is estimated that this amount will cover performance of this task order through July 31, 1988.

All other terms and conditions, incidding the ceiling amount of $2,100,000.00, temain the same.

TASK DESCRIPTION FOR TECHNICAL ASSISTANCE IN THE REVIEW 0F COMPOSITE 111G11 INTEGRITY CONTAINER TOPICAL REPORTS B&R NO. 50-19-04-01 FIN NO. D1082

1.0 Background

NRC Regulation 10 CFR Part 61, "Licensing Requirements for Land Disposal of Radioactive Waste," establishes a requirement that Class B and Class C low-level radioactive wastes (LLW) must have structural stability. Also, some Class A wastes are required to have structural stability if it is buried with Class B or C wastes or to assure compliance with specific license conditions in effect at currently operating disposal facilities.

Part 61 defines a structurally stable waste form as one that, "... will generally inaintain its physical dimensions and its form, under the expected disposal conditions,...".

Part 61 defines a period of time of 300 years that stable waste forms are to maintain their structural stability.

Currently three principal means of providino structural stability to LLW have been identified as acceptable by the NRC; (i) placement in a "high integrity container," or alternative structure where the container or structure provides the stability, (2) solidification with materials (referred to as solidification agents), where the mixture of the wastes and the solidification agent results in a waste form that is structurally stable, and (3) stability is provided by the waste itself (as with some reactor components).

Following the 1982 promulgation of Part 61, the NRC began accepting for review Topical Reports developed by vendors who are raarketing both solidification agents and high integrity containers which have generic applicability.

NRC is in the process of reviewing these Topicat Reports to determine whether the preposed waste forms and containers will meet the stability requirements of Part 61. Three Topical Reports submitted soon after the promul 61 are from vendors marketing High Integrity Containers (HICs) gatien of Part that are rnade from liigh-Density Polyethy12ne (liDPE).

Three Topical Rcports received more recently are frora vendors marketing HICs that are made from corrpositions and combinations of materials: low-density polyethylene ccmbined with fiberglass; high-density polyethylene with a stainless steel shell; and, a coated carbon steel. The results of partial reviews that have been performed to.date on the HDPE HIC Topical Reports, along with results of recent NRC spensored studies on HDPE and the designs of the HICs reported in the HDPE HIC Topical Reports, have raised questions regarding the long-term structural stability of HICs that are made using HDPE.

These questions specifically pertain to the ability of the HDPE HICs to withstand high rnernbrane stresses, buckling, ana the development of tertiary creep.

The NRC has similar concerns regarding the HICs corrposed of combinations of materials (Corrposite HICs) marketed by the vendors who have submitted the three recent H!C Topical Reports.

The nature of the technical assistance required under this Task Description is to assist in the safety reviews of the Composite ll!C Topical Reports, especially by reviewing information presented in the Topical Reports that is intended to 4

demonstrate the long-term structural stability of the Composite IllCs and their capability to withstand high mentrane stresses, buckling, and the development of tertiary creep.

2.0 Work Required The contractor shall provide the technical staff, facilities, and support

personnel to perform the required work within the schedules and levels of effort defined in the following tasks.

All work to be performed.in this project is license fee-recoverable in accordance with the provisions of 10 CFR Part 170 (revised) which became effective on June 20, 1984.

2.1 Task 1 - Topical Report Reviews The contractor shall assist in the review of Topical Reports on Composite lilCs from the following Topical Report vendors:

2 Bondico Nuclear 3 Babcock and Wilcox, Inc.

The contractor's review shall specifically focus on the information presented in the Topical Report intended to demonstrate the long-term (300 year) structural stability of the Composite HICs, and that the llICs will not buckle, can withstand a

high membrane stresses, and will not develop tertiary creep.

The contractor shall review mathematical structural engineering analysis,

.I physical testing procedures and results, HIC design components, material property information, and administrative procedures presented to accomplish the, demorstrations discussed. The contre.ctor's review shall focus on the data, assun.ptions, methodologies utilized, outputs, equipment used, arguments, and discussions presented as part of the demonstrations. The contractor shall develop findings and, where possible, conclusions regarding the appropriateness, validity, adequacy, and accuracy of the information presented to demonstrate the long-tcrm structural stability of the HICs, and their ability to withstand high membrane stresses, buckling, an6 the development of tertiary creep.

In determining findings and conclusions on the information, the contractor shall use the documents listed in Table 1, other pertinent structural engineering studies already performed, independent structural engineering analysis, and overall sound engineering judgement utilizing the 4

contractor's experience in materials engineering. Where conclusions cannot be reached, and where additional information is required, the performing q

organization shall develop appropriate questions to obtain the required additional information from the Composite HIC vendor.

lopical Reports, as described in Section 3.3 of this Task Description, and submitted to the HRC P.O.in accordance with the schedule described in Section 4.0 of this Task Description, i

2.2 Task 2 - Meetings with Topical Report Vendors If required, the contractor shall attend meetings that will be held by the flRC with the three Composite HIC Topical Report vendors. The meetings will be held so that the flRC and the vendors can discuss the Topical Reports, and the questions developed by the contractor under Task 1 and the answers to these questions developed by the vendors. The !! MSS /PM and other appropriate NRC staff shall appraise the contractor fully prior to these meetings with all pertinent information regarding the subjects to be discussed at the meetings. This information shall include a detailed agenda for the meeting. These meetings are to be held on a case-by-case basis, and it is possible that one or more of the vendors or the NRC cay choose not to hold a specific meeting on any of the aforementioned materials. The contractor shall be prepared to attend such meetings on short notice, and be able to handle any contingency regarding these meetings, such as short notice cancellation, detailed telephone conference calls in lieu of meetings, and follow-on conference calls and meetings.

The contractor shall prepare, 'f desired by the nr4SS/PM, a summary of any one of these meetings, or teleconferences, in accardance with the requirements described in Section 3.2 of this Task Description.

2.3 Task 3 - Preparation of SER Information The contractor shall develop findings and cor.clusions on the subjects that required questions to the vendors under Tr.sk 1 by utilizing the answers to those questions and all information discussed at any meetings held under Task

2. These findings and conclusions for each Topical Report shall be consolidated with findings and conclusions already made under Task 1, and submitted to the NRC P.O.in a format suitable for inclusion in the !!RC's Safety Evaluation Report (SER) prepared for each Topical Report. The correct format for inclusion in the SER shall be provided to the contractor by the ilRC P.0., and this input shall be delivered to the flRC in a tecnnical letter report as described in Section 3.3 of this Task Description, and submitted in acc Nnce with the schedule described in Section 4.0 of this Task Description.

3.0 Report,ing Requirements The following paragraphs describe the reporting requirements for work under this Task Description.

3.1 Detailed Cost Information in the Monthly Letter Status Reports In addition to the monthly letter status report required by the contract, the contractor shall provide the cost information on a separate page.in the forrat shown in Attachment 1 to this Task Description.

The contractor must retain sufficient supporting evidence to maintain an audit trail of reported costs for at least three years af ter the fiscal year in which costs were incurted and expended.

s 3.2 Meeting Reports Within 5 working days following attendance at any relevant meetings described

in Section 2.2 of this Task Description, the contractor shall submit a report summarizing the meeting, including personnel. attending, date, place, purpose, a

umary of pertinent presentations by project personnel or others, and/or a c

surnmary of p.ertinent discussions, and a sunrnary of conclusions or agreements reached with other attendees.

3.3 Technical Letter Reports Following completion of the work reqlired for each Topical Report under Tasks 1 and 3, the contractor shall submit draft technical letter reports summarizing the work completed and presenting the results of the assigned work.

The NRC P.O. shall submit consnents on the draf ts to the contractor within 15 working days of receipt of the draf ts.

The final technical letter report shall be submitted to the NRC within 15 working days following the transmittal of the comments to the contractor.

In the event a subcontractor is required, the contractor shall be responsible for incorporation of the subcontractor's portion of the report into the overall report.

Upon completion of each of the reports, the contractor shall provide the original and five (5) copies of the required reports to the NRC P.O.

No formal technical reports intended for publication as a NUREG document shall be rtquired under this Task Description, s

4.0 Schedule The contractor shall complete the assigned work and submit the required draf t technical letter report for each Topical Report under Task 1 by June 30, 1988.

Any meetings described under Task 2 will be scheduled within tlie period July 15, 1988 to August 31, 1988.

The contractor shall complete the required work and submit the draft technical letter report for each Topical Report SER under Task 3 by October 31, 1988.

5.0 Meetings Representatives from the contractor shall attend meetings with the HMSS/PM, other NRC staff, and representatives from Topical Report vendors at NRC Headouarters in Rockville, l'D, as discussed in Section 2.2 of this Task Description. Such meetings will be scheduled by the liMSS/FM at a time and location which will be convenient to the participants involved, and the NMSS/PM shall give the contracter at least 5 working days advance notice of such meetings. The advance notice that the HMSS/PM sends shall include a complete agenda for the meeting.

6.0 NRC Supplied Material The NRC shall provide the contractor with copies of all pertinent HRC and vendor materials necessary to complete work defined under this Task Description.

If this information is in' complete, the contractor shall inform the NMSS/PN ininediately so that additional-information can be pursued appropriately.

7.0 Period of Performance The period of performance covered by the work specified in this Task Description shall begin on the effective date of this agreement and continue to December 31, 1988.

4 8.0 Technical Direction Derek A. Widmayer is designated as the NMSS Project Manager (HMSS/PM) for the purposes of carrying out the work under this Task Description.

Technical instructions may be issued by the NRC P.O. from time to time during the duration of this Task. Technical instructions shall not constitute new Assignment of work or changes of such nature as to justify an adjustment in cost or period of performance.
