Dear Sir:

, Recently, the Nuclear Regulatory Commission published a proposal to change its emergency planning requirements for loading fuel and low-power operation of reactors at nuclear power plants.

The proposal would eliminate many necessary low-power requirements, including offsite emergency response plans, training personnel to carry out these plans, and would most notably eliminate public-notification systems like sirens.

As a resident of the area that would be affected by an accident at the Seabrook nuclear plant, I violently oppose such a ludicrocs compromise of the common good recommended by the Commission.

This proposal will only fatten the purses of the utilities,and was blatantly meant to do so. One must always remember that the "R" in NRC means regulatory; by definition:then, the Commlssion should be ensuring that the practices of the nuclear industry are safe. Instead, it is seemingly trying only to enrich the corporate sector .

In the interset of public safety, I demand the Commission entirely rethink their policy of sacrificing the public welfare, and reject the proposed rule change. All offsite emergency response planning as currently required must be in place before allowing any degree of r!.sk to the public.
