Yankee Nuclear Power Station Organizational Changes (Supplement 2 to Preposed Change No. 203)

Dear Sir:

Pursuant to Section 50.59 of the Commissicn's Rules and Regulations, Yankee Atomic Electric Company hereby proposes the following modifications to Appendix A of License No. DPR-3.

Proposed Change No. 203 on organizational changes was submitted in l

Reference (b) and was supplemented in Reference (c). We propose to further supplement References (b) and (c) by moving the organizational charts to the Final Safety Analysis Report (FSAR). All other proposed changes of l

References (b) and (c) remain the same.

Proposed Change We propose to modify Section 6.2 of the Technical Specifications for the Yankee Nuclear Power Station (YNPS) as shown on the attached pages, and to l

move the organi ation charts (Figures 6.2-1 and 6.2-2) to Section 501 of the Final Safety Analysis Report.

Mr. Morton B. Fairtile Page 2 Reason and Basis for Change Section 6.0 of the YNPS Technical Specifications should contain the administrative controls necessary to assure safe operation of the plant.

Detailed organization charts are not necessary for this purpose. This proposed change would transfer the organization charts to the FSAR and include in the Technical Specifications only those administrative requirements essential to ensure that the plant w!11 be operated safely.

The organization charts in the FSAR will be updated rer.ularly in accordance with 10CFR50.71(e),

and the NRC will be furnished with any changes in organization charts as they are made.

We propose to modify the Technical Specifications of Yankee Nuclear Power Station (YNPS) by replacing the figure showing the off-site organization (Technical Specification Figure 6.2-1] and the figure showing the facility organization [ Technical Specification Figure 6.2-2] with the specifications included herewith.

Safety Consideration This proposed change is administrative in nature and as such would not:

1.

Involve a significant increase in the prob.bility or consequences of an accident previously evaluated. Since all existing operating restrictions would remain intact, there could not be any significant increase ir the probability or consequences of an accident previously evaluated.

2.

Create the possibility of a new or different kind of accident from any previously evaluated. The administrative relocation of the organization charte does not create the possibility of a new or different kind of accident from those previously evaluated.

3.

Involve a significant reduction in a margin of safety. The deletion of organization figures from the Technical Specification does not involve a significant reduction in a margin of safety.

Based on the considerations contained herein, it is concluded that there is reasonable assurance that operation of the Yankee plant, consistent with the proposed Technical Specifications, will not endanger the health and safety of the public. This proposed change has been reviewed by the Nuclear Safety Audit and Review Committee.
