Appendix A NOTICE OF VIOLATipN Union Carbide Corporation License No. SNM-1565 Based on the inspection conducted on Septembar 21, 1978, it appears that certain of your activities were in nor. compliance with NRC require-ments, as noted below.
Item 1 is an infrr.ction and item 2 is a deficiency.
1.
10 CFR 20.207(a) requires that licensed materials, stored in an unrestricted area, be secured against unauthorized removal from the place of storage.
10 CFR 20.207(b) requires that materials not in storage must be under constant surveillance and immediate control of the licensee.
As defined in 10 CFR 20.3(17), an unrestricted area is any area access to which is aot controlled by the licensee for purposes of protection of individuals from exposure to radiation and radioactive materials.
Contrary to this requ1rement, on the date of the inspection, September 21, 1978, licensed materials were stored in an unlocked room, which is an unrestricted area and was neither under constant surveillance nor under your immediate control.

10 CFR 20.203(f) requires that each container of specified amounts of licensed material shall bear a durable, clearly visible label identifying the radioactive contents.
L Contrary to this requirement, on the day of the inspection, a device containing licensed materials in amounts above those specified was not labeled as required.
