The Commission was briefed by the staff on its program to upgrade and simplify the technical specifications for nuclear power plants.

The Commission requested the staff to allocate the necessary resources to assure timely implementation of the technical specifications improvements program.
Chairman Zech requested a Commission paper on the staff's effort to reduce testing and surveillance requirements during power operation of a nuclear power plant.
The paper should discuss the testing and surveillance which would no longer be required during power operation.

Chairman Zech emphasized the importance for timely implemen-tation of sensible technical specification changes which delete unnecessary testing and surveillance requirements during plant operation.
He emphasized the importance for caperienced operational personnel to participate in the technical specification improvements program.

Commissioner Rogers encouraged the staff to investigate internal communication improvements at nuclear power plants.
He suggested that poor internal communications could be a major contributor to some of the surveillance and testing problems experienced at nuclear power plants.
He also requested the staff to keep emphasizing and reemphasizing to the licensees and the public the significance of this program to public health and safety.

Subsequent to the meeting, in response to staff's request to delay development of a final policy statement on technice.1 specifications, the Commission requested the following:
1.
Staff should obtain industry's commitment for early transmittal of its proposed standard technical specifi-cations.
2.
Staff should provide industry a commitment to conduct timely reviews.
3.
Staff should develop and submit a final policy statement on technical specifications three months following industry's submittals.
4.
Staff should provide a Commission paper documenting industry's schedular commitments and staff's schedule for submitting a final policy statement on technical specifi-cations.
The paper should address staff's backlog of technical specification reviews and resource requirements for timely reviews of both the industry's standard technical specifications as well as reducing the backlog of inhouse technical specification reviews.
