THREE HUNDRED AND THIRTY-EIGHTH MEETING 0F THE TDVISORY COMMITTEE ON REACTOR SAFEGUARDS, JUNE 2-4, 1988 The Advisory Comittee on Reactor Safeguards held its 338th meeting in Washington, D.C., on June 2-4, 1988.

A sumary of Comittee activities is presented below:

The Comittee was briefed hv the NRC Staff regarding the proposed Comission rule on early permits, standard design certification, and combined licenses.

The members provided coments to the EDO regarding proposed priority rankings for a group of generic issues.

The Comittee provided coments to you reg (arding intervice inspection of boiling water reactoi cessure vessels.

The Committee provided coments to you regarding the proposed revisions of 10 CFR 20, "Standards for Protection Against Radiation." (Letter to Chairman Zech dated June 7, 1988.)

The Comittee completed its review of the Safety and Performance Im-provement Program conducted by the Babcock and Wilcox Owners Group for the B&W-type nuclear plants.

The Comittee endorsed the proposed rulemaking actions related to emergency preparedness in the vicinity of plants for fuel cycle and other materials licensees, and emergency planning for nuclear power

Copies of the above have also been provided to you.

The Comittee was briefed on the status of plans of the American Society for Quality Control for an International Conference on Quality in the Nuclear Power Industry. The NRC Staff and the ACRS plan to cooperate in establishing the program for this conference.

1 The Comittee noted its intent to continue consideration of a hierarchi-cal structure for important safety-related is3ues identified by the members of the ACRS.

Further discussion is planned during the 339th meeting of the Com,ttee (July 14-16,1988).

The members were briefed by a representative of INP0 regarding the planned World Association of Nuclear Operators.

The Comittee was also briefed by representatives of the NRC Staff regarding activities to determine the quality of fasteners used in safety-related applications in nuclear power plants and concerr. regard-ing the adequacy of inspections in BWR pressure vessel beltline welds.

Mem'bers were informed of changes in the ACRS-NRC Memorandum of Under-standing to provide for ACRS review of predecisional documents and the Comittee plans further changes to incorporate some of the items iden-tified in S. Chilk's memo to V. Stello and R. Fraley dated April 19, 1988.

Further discussion of this matter is planned during the next meeting.

The members discussed the status of the review of the GE Advanced Boiling Water Reactor.

The members continued discussion of proposed regulatory requirements for key features of the advanced reactors being sponsored by DOE, Further action is planned during the 339th ACRS meeting (July 14-16,1988).

The Comittee agreed as requested by the NRC Staff to review seven assumptions and limitations that they intend to provide to ORNL for use

Since the last report of ACRS activities, the following subcomittee meetings have been held Regional Programs, May 24, 1988 - To review the activities under the control of the NRC Region II Office.

Metal Components, May 26, 1988 - To discuss the quality of fast-eners in nuclear power plants, BWR reactor pressure vessel in-service inspections, status of the piping erosion-corrosion program, and other matters.

Therral Hydraulic Phenomena, May 27, 1988 - To review the proposed revision of the Westinghouse two-loop upper plenum injection ECCS evaluation model.

Occupational and Environmental Protection Systems, May 31, 1988 -

To review changes to 10 CFR Part 20, "Standards for Protection Against Radiation."
