Please accept my regrets for having to cancel my plans to attend the IAEA 22nd General Conference.
I hope my change in plans did not greatly inconvenience you and your staff.
I had looked forward to our possible discussions regarding the IAEA's safety and safeguards programs and nonproliferation issues. Should you have the opportunity to visit Washington, please let me know so that, if at all possible, we may get together.
For my part, I hope to have the occasion to visit Vienna again in the next few months.
