Pursuant to 10 CPR 50.90, Commonweal *,h Edison is hereby applying

for an amendment to Facility operating Licenses NPP-37, NPF-66, NPF-72 and NPF-75, Appendix A Technical Specifications.

The purpose of this amendment i

is to revise the technical specification governing operation of the 8-inch containment purge supply and exhaust isolation valves. The revised technical specift:ation will permit the supply and exhaust valves to be l

opened simultaneously for limited reasons. Attachment A contains the l

proposed changes to Technical Specification 3/4.6.1.7 and associated bases.

Attachment B contains background information regarding the proposed changes.

A number of other plants currently have technical specifications similar to the technical specification proposed in this amendment.

These t

plants include Seabrook, Vogtle, Shearon Harris, J.M. Farley and Palo Verde.

i The proposed technical specification changes have been reviewed and approved by both on-site and off-site review in accordance with Commonwealth Edison Company procedures. We have reviewed this amendment in accordance with 10 CFR 50.92(c) and determined that no significant hazards J

consideration exists. Our evaluation is documented in Attachment C.

1 Comunonwealth Edison is notifying the State of Illinois of our application for this amendment by transmitting a copy of this letter and its j

attachments to the designated State Official.

In accordance with 10 CFR 170, a fee remittance in the aasount of

$150.00 is enclosed.
