1*dE WACIINGION WATER POWER COMPANY'S RESPONSE TO INIERVENOR SCANP's INIERROGATORIES DATED SEPTEMBER 13, 1978 The Washington Water Power Company responds to the interrogatories nropounded by Intervenor SCANP on September 13, 1978 as follows:

INIERROGATORY NO.1: In light of the. September 10, 1978, Seattle Times article " State to check plan for coal-fired steam plant (attached)", Intervenor SCAte renews its March 29, 1977, interrogatories and requests for production to Washington Water Power. Specifically, please identify all studies, economic analyses, riemoranda, and other documents which pertain to the siting and economics of its proposed coal-fired generating plant in Lincoln County, including all documents developed after our March 29, 1978 interrogatories.

ANSWER: The only additional document is titled: " Potential Site Study Proposal - Creston Site." It was presented by The Washington Water Power Company to the Washington State Energy Facility Site Evaluation Council and was dated September 11, 1978.

LNIERROGNIORY NO. 2: With respect to this proposed. coal-fired plant in Lincoln County, what is the currently projected capital cost inmills per kilwatt hour of installed capacity?

ANSWER: No such projection has been made.

INIERROGATORY No. 3: Identify all documents and caratnications used or relied upon by Washington Water Power to prepare its presentation to the Washington State Energy Facility Site Evaluation Council -- referred to in the attached Seattle Times article.

ANSWER: See Answer to Interrogatory No. 1. Also, past annual reports to stockholders were utilized.

The above documents are available for inspection at the office of Perkins, Coie, Stone, Olsen & Williams.
