Dear Jir:
The following is provided as clarifying information for Reference (c) in response to questions raised by Dr. P. K. Eapen (USNRC) and Mr. R. W. Winters (USNRC) in a telephone conversation with Mr. A. Shepard (Yankee) on June 28, 1988.
A.
Section III.B.1.b of YOQAP-1-A was enanged From:
The NSD Quality Assurance Department shall be responsible for the review of engineering specifications to assure that appropriate design control practices, checks, and reviews are included.
R:
The Nuclear Services Division Quality Assurance Department I
shall be responsible for review of design documents and engineering specifications for inclusion of quality re-l quirements, such as inspection requirements and acceptance criteria.
Justification:
The Engineering Manual requires a verification review of engineering specifi-cations by an engineer other than the originator. Approval of the specifi-cation is provided by the Project Engineering Manager, or the Department or Project Manager of the originating group, upon completion of the review process. Therefore, the responsibility for assuring that appropriate design control practices, checka and reviews take place, lies with the originator of the document. The Quality Assurance Department will continue to review engineering specifications for inclusion of appropriate quality requirements.

We see no need to continue to review 100% of these specifications for procedural compliance.
QAD will continue to evaluate the' adequacy and compliance of engineering speci-fications through the audit. process.
B.
Section X-B.1.b of YOQAP-1-A was changed From:
The NSD Quality Assurance Department shall be responsible for review of documentation pertinent to the Inservice Inspection and Test Progrsa.
g:
The Nuclear Services Division Quality Assurance Department shall be responsible for surveillence of documentation pertinent to the Inservice Inspection and Test Pregram.
Justification:
The reviec of documentation pertinent to the Inservice Inspection Program is required, by YPSD procedure, to be performed by the Nuclear Services Division Inservice Inspection Coordinator. The review of documentation pertinent to the Inservice Test Program is required, by plant procedure, to be performed by the appropriate Plant Cognizant Engineer. This assures that appro,sriate independent reviews for technical adequacy and procedural compliance are provided.
The Quality Assurance Department provides assur-ance of program cdequacy through a) its surveillance of documentation per-tinent to the Inspection and Test Program, and b) its surveillance and audit of program activities.
