Reasonable Assurance Assessment, DCPP and PVGS On March 16, 2020, the FEMA Region IX RAC Chair began regular communication with the offsite response organizations (OROs) for both Diablo Canyon Power Plant (DCPP) and Palo Verde Generating Station (PVGS) regarding impacts to their response capabilities from the COVID-19 pandemic. Starting March 18th, Region IX THB staff conducted weekly coordination calls with both sites. The participants on these calls include state and local OROs, Utility representatives, the Nuclear Regulatory Commission (NRC) and the U.S. Department of Energy Radiological Assistance Program (RAP) representatives. These calls transitioned to every other week on April 29, 2020 and will continue throughout this pandemic.

Both DCPP and PVGS sites and OROs are green (Indicates capabilities/services are stabilized, re-established, or not impacted) and have remained so from the beginning of the COVID-19 pandemic.

This information has been communicated regularly to THD HQ in various ways.

  • Including THD HQ staff on coordination calls with OROs, Utilities, and NRC R IV
  • Communicating the status for DCPP and PVGS communities via email and regular conference calls.

The assessment required by your memorandum of May 13, 2020, has been completed in Region IX and is continually reviewed and addressed with the OROs on the coordination calls.

I have reasonable assurance that the health and safety of the public can be protected in the event of an emergency at either DCPP or PVGS. No further Preliminary Capability Assessment or Disaster Initiated Review is required at this time. Region IX THB continues to monitor and coordinate with the OROs for DCPP and PVGS.
