The referenced letter provided the Philadelphia Electric l

Company (PECo) response to NRC Inspection Report 50-277/87-06; 50-

j 278/87-06 concerning the PECo Fitness for Duty Program.

This letter is to update the NRC on the status of several commitments made in that i

j letter.

The referenced letter stated that a station administrative procedure would be implemented by December 1987 at each nuclear l

station specifying actions to be taken by supervision in response to j

j drug and alcohol related incidents.

To ensure a quality procedure,'a lengthy interdepartmental review process has been necessary and the i

preparation of this procedure has taken more time than anticipated.

t The procedure is now 2xpected to be approved by the Plant Operations i

i Review Committees in March 1988.

1 The referenced letter stated that the PECo Nuclear Plant Security Specification, which accompanies all purchase orders for contr4ctors who work on-site, would be revised to formally notify 4

i contractors and vendors that their employees must abide by PECo's Drugs and Alcoholic Beverages Policies, and the Nuclear Plant Rules.

PECo now distributes the Nuclear Plant Rules and a booklet which includes PECo's Drugs and Alcoholic Beverages Policies to all contractor personnel during General Employee Training.

The referenced letter stated that PECo was considering pre-employment drug screening of nuclear plant contractors, was instituting a trial drug screening program for employees and was preparing a fitness for duty specification for contractor purchase orders.

A drug screening program is being developed for both contractor and PECo employees.

The specifications and procedures to govern the program have been developed and final approval is expected by March 18, 1988.

Implementation of the drug screening program will follow in the spring of 1988.
