'NRC Docket Nos. 50-295 and 50-304 References; (A) Conference Call on January 14,1997 between Commonwealth Edison and NRC (NRR and Region III); discussing Unitization Title change and compliance with Technical Specifications.
(B) Proposed Technical Specification; letter from L. E. Holden to USNRC Document Clerk, dated November 3,1995, transmitting the Application for Amendment to Facility Operating License To Incorporate Improved Technical Specifications.

(A) I.ist of Regulatory Commitments As previously discussed in the referenced call (Reference A) with the NRC, Zion Station is implementing a unitized station management organization. In the process a number of organizational titles will be changed. The purpose of this letter is to provide documentation of the clarifications discussed during that conference call.
The Technical Specifications for Zion Station specify that the Station Manager "is responsible for overall unit safe operation an.1 shall have control over those onsite activities necessary for safe operation and maintenance of the plant." In the Unitized organization, the equivalent position will be titled the Plant General Manager. The Station Manager position delineated in the Technical Specification and the Plant General Manager Position in the Unitized organizational structure are equivalent in that the Plant General Manager Position will meet the qualifications defmed fyrthe

U.S. Nuclear Regulatory Commission Pg. 2 of 4 January 17,1997 Station Manager in ANSI N18.1, " Selection and Training of Nuclear Power Plant Personnel" Therefore, Commonwealth Edison (Comed) will remain in compliance with the intent of the Zion Technical Specifications. However in order to maintain corrpliance, the dual title of Plant General Manager / Station Manager will be used.
In addition to the Station Manager, the following dual titles will be used in order to maintain verbatim compliance with the Technical Specifications under the Unitized Organization:
Field Supervisor / Shift Foreman: The Field Supervisor responsibilities remain the same as the Shift Foreman.
Unit 1 Shift Operations Supervisor / Operating Engineer: The Unit 1 Operations i
Supervisor position is assigned the responsibility delineated in Technical Specification 6.3.1 for the Fire Protection Program in lieu of an Operating Engineer.
A cross reference between the position nomenclature in the current Technical Specifications and the Unitized organization will be proceduralized upon implementation of the Unitized Organization.
Changes to the Commonwealth Edison (Comed) Quality Assurance Topical Report are required to reflect the Unitized Organization. These changes have been determined to not be a reduction in commitment of the Quality Assurance Topical Report and pursuant to 10CFR50.54(a)(3) a change to the report will be sent to the NRC after implementation of the Unitized Organization.

As proposed in the Improved Technical Specifications (ITS) (Reference B), the ITS licensing basis delineating the plant specific management positions reflect the generic titles as provided in ANSI /ANS 3.1. Personnel who fulfill these positions are still required to meet the qualifications detailed in proposed ITS Specification 5.3. Compliance details relating to the plant specific management position titles fulfilling the duties of these generic positions will then be defined, established, documented and updated in plant controlled documents. This approach is consistent with the intent of Generic Letter 88-06 which recommended, as a line item improvement, relocation of the corporate and unit organization charts to licensee controlled documents.
Therefore, subsequent to implementation of ITS, it will no longer be necessary to also maintain these dual titles for the Unitization organization.
