Dear Mr. Sena:
The U.S. Nuclear Regulatory Commission staff has reviewed t'he U.S. Department of Energy's (DOE)' November 18, 1996, submittal of PIDs 06-S-50 and 51 for the Rifle, Colorado remedial action project site. The November 18, package provided information and calculations that NRC staff required in order to j
complete it's review of the PIDs, which had been previously submitted for informal NRC review to determine their classification.
Based on the information in the November 18, package,'the NRC staff has concluded that the design changes in PID 50 should not adversely affect the performance of the Rifle disposal cell. Therefore, the staff concurs with PID 50. NRC agrees that PID 51 is Class III and does not require NRC concurrence.
NRC staff's Technical Evaluation Report (TER) which discusses the NRC review of PID 50 in more detail, is enclosed.

TECHNICAL EVALUATION OF RIFLE PID 06-S-50 DATE:
January 18, 1997 FACILITY:
Rifle, Colorado Uranium Mill Tailings Project Site PROJECT MANAGER: Janet Lambert TECHNICAL REVIEWER: Ted Johnson SUMARY AND CONCLUSIONS:
By letter dated November 18, 1996, DOE submitted Project Interface Document (PID) Number 06-S-50, requesting a change in the construction specifications.
DOE indicated that a change was needed to allow the use of some slightly oversized Type C riprap.
The NRC staff has reviewed the PID and finds the changes to be acceptable.
DESCRIPTION OF DOE'S REQUEST:
DOE indicated that a small percentage of the Type C rock riprap that was produced was found to vary from 27-40 inches in the largest dimension and thus did not meet the existing construction specifications, because it was too large.
Existing specifications required that Type C rock be smaller than 24 inches.
DOE proposed that this rock could be used in the permanent toe ditch 1
1 outlet area, because while the specifications call for a nominal riprap layer thickness of 30 inches in that placement area, they also allow for a layer thickness in this area of up to 37 inches.
)
DOE provided proposed revisions to the specifications to demonstrate that the larger rock could be acceptably placed in the over-thickened toe area. The changes include requirements that the rock will be placed in such a manner that the largest dimension would not extend above the top of the rock layer and that the larger rocks would be effectively hand-placed in the layer to achieve uniformity of slope gradient.
TECHNICAL EVALUATION:
Staff review of the proposal indicates that the changes are sufficient to assure that a uniform and dense layer of rock will be provided.
Because the average rock size and layer thickness will actually be increased, while maintaining layer uniformity and slope integrity, the revisions are actually an improvement over the original design.
Therefore, the staff concludes that the revisions are acceptable.
