Dear Mr. Kingsley:

This letter cancels the predecisional enforcement' conference, which was scheduled for December 11, 1996 and reschedules it on December 16, 1996 from 10:00 a.m., to 12:00 p.m. This was confirmed in a conversation between Mr. J. Smith of your staff and myself. The pur)ose of this meeting is to discuss equipment problems experienced during t1e Unit 2 reactor trip on 4 October 11, and maintenance and corrective actions associated with an inoperable Unit 2 reactor trip breaker on September 19. The location of the meeting will be at the NRC office,101 Marietta Street, N.W., Suite 2900, Atlanta, Georgia, in the 29th Floor Conference Room. Predecisional enforcement conferences are not normally open to the public. Selected predecisional enforcement conferences are designated as open for public observation in accordance with the Commission's trial program for conducting open enforcement conferences as discussed in the Federal Register, 57 FR 30762, July 10,1992, and 59 FR 36796, July 19,1994. This enforcement conference was designated as an open enforcement conference and is open for public observation.
