ENCLOSVRE 1 NOTICE OF VIOLATION Georgia Power Company Docket No. 50-424 Vogtle License No. NPF-68 During the Nuclear Regulatory Comission (NRC) inspection conducted on January 12-13 and January 25-29, 1958, a violation of NRC requirements was identified.
In accordance with the "General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1988), the violation is listed below:
10 CFR 50, Appendix B, Criterion V, and the licensee's accepted quality assurance program, Final Safety Analysis Report Section 17.2.5, require that activities important to safety, such as surveillances performed using data logged or calculated by the plant computer, be accomplished in accordance with instructions and procedures appropriate to the ci rcumstances.
Administrative Procedure (AP) 00410-0 (Revision 2),

Contrary to the above, AP 00410-C did not establish controls over-supplied constants, which are distinct from the controlled programmer-supplied 3
constants.
As a consequence, on or about December 10, 1987, the PROTEUS computer database of accessible constants was changed to include a non-conservative substitute value for blowdown flow.
In the event of a failure of a blowdown flow measuring channel, power indicated at computer point U1118 would have been lower than the actual power level.
The unit is operated based upon the display value of U1118 in accordance with Standing Order 1-87-70.
U1118 is also used in Surveillance Procedure t
14030-1, Power Range Calorimetric Channel Calibration.
This is a Severity Level IV violation (Supplement I).

(1)admissionordenialof the violation (2) the reason for the violation if admitted (3) the corrective steps which have been taken and the results achieved, (4) the corrective steps which will be taken to avoid further violations, and (5) the date when full compliance will be achieved.
