ISSUANCE OF AMENDMENT NO. 13 TO FACILITY LICENSE NO. R-73 (REQUEST FOR TECHNICAL SPECIFICATION CHANGES)
The Ccmmission has issued the enclosed Amendment No. 13 to Facility License No. R-73 for the University of Washington Argonaut Reactor.
The amendment consists of changes to the Technical Specifications (TS) in response to your application dated February 4, 1988 and to a subsequent discussion held on February 16, 1988 between Dr. W. P. Miller and myself.
The amendment modifies your TS to change the permissible rod drop time of shim red No. 3 to 3 seconds, increase the surveillance frequency for all control rods and reduce the core excess reactivity to 1.9% delta k/k.
A copy of the related Safety Evaluation supporting Amendment No. 13 is enclosed.
