This letter acknowledges receipt of your letter dated August 1,1996, which transmitted changes to the Physical Security Plan, Revision 45, for the Trojan Nuclear Plant Security Plan (Defueled Condition).

A review of the proposed plan changes was conducted by both the headquarters and regional security staff. It was determined that the changes you are proposing affect only the industrial security area not the protected or vital areas. Consequently, no NRC approval or exception is required. However, because this change affects the page numbering sequence of the overall security plan, we will maintain this change as the current security plan on file.

The enclosures to your letter contain safeguards information of a type specified in 10 CFR 73.21 and will be withheld from public disclosure, in accordance with 10 CFR 2.790 of the Commission's regulations, a copy of this letter, without the enclosures, will be placed in the NRC Public Document Room.
