February 18, 1988 MEMORANDUM AND ORDER (Scheduling Oral Argument on Intervention and Contentions)
On January 15, 1988, Petitioner Campbell Rich mailed a pleading titled "Request for Hearing and Petition for Leave to Intervene" (Petition) in the captioned proceeding.
The Petition was filed after negotiations between Petitioner and Applicant, Florida Power and Light Company, failed to resolve Petitioner's concerns set out in a letter dated September 30, 1987.

i Mr. Rich contends that the public health and safety will not be adequately protected in connection with Applicant's request to amend its license to expand the spent fuel pool at its St. Lucie Plant, Unit No.
1.
The amendment would authorize a spent fuel pool storage capacity increase from 706 to 1706 spent fuel assemblies. Both Applicant and the 8902250405 080218 PDR ADOCK 05000335 W

2 Nuclear Regulatory Cornission Staff have answered the Petition, contesting sece or all of the contentions set out therein.
i Accordingly, the Board will hold oral argument on the Petition and Answers on March 29, 1988, comencing at 9:00 A.M.
