Dear Mr. Xintner:

SUBJECT:

ALWR UTILITY REQUIREMENTS DOCUMENT - CHAPTER 2 REVIEW The staff has completed its review of Chapter 2 of EPRI's Advanced Light. Water Reactor (ALWR) Utility Requirements Document. Enclosed are several copies of our Draft Safety Evaluation Report (DSER) which documents the review.

Based on its review, the staff concluded that the utility requirements in Chapter 2 are in general agreement with NRC guidelines and regulatory requirements for the power generation systems involved. This finding is based, in part, on the commitments in your letters of March 27, 1987 and September 17, 1987 to make certain changes in Chapters 1 and 2.

9 Also enclosed is a revised copy of our DSER for Chapter 1. The only significant change is on pages 4-10 and 4-10a, which 3rovides clarification of the staff's position relative to the leak-before-brea< issue.

If there are any questions relative to the DSER, please direct them to Paul H.

Leech on (301) 492-1103.

Sincerely,
