Dear Sir:

This letter is in response to the notice sent to you by Warren P. Murphy of Vermont Yankee Nuclear Power Corporation dated March 28, 1986. (Copy to Namco Controls).

Namco Controls' position, after investigating the matter, is that there is no need. to notify other purchasers of these ki t s , nor does it appear to us that it was necessdry to report this damage under 10CFR21 Our records indicate that the contact block kits in question were shipped to Vermont Yankee in June of 1983. Our records of inspection of completed contact blocks and assembled kits sent to Vermont Yankee, give no indication of damage prior to shipment. .

It is our belief that the blocks in question were damaged either in handling after packaging, or at installation. Regardless, it is the responsibility of ,

a user to visually check component parts before making an installation, and to set aside any with obvious damage. (This is essentially what Vermont Yankee l has done.) We would be interestd to know the procedure and criteria used in  :

1983 by Vermont Yankee at receiving inspection, which apparently did not reveal l 15 of 35 kits allegedly received with broken or chipped contact blocks.

We have not received any reports or returns of damaged blocks in kits from other customers. We believe this to be a case of damage from mishandling, not of 1
