Lichtenberger, G, dated Septernber 3,1987; Inspecticn No. 70-1100/87-04 Dear Mr. Martin This is in reply to the reference letter in which it was reported, as a result of the subject inspection, that G was not in full ccupLiance with regulatory requirements. Our response to the notice of violation, is as follows:

Appendix A 10 CFR 70.51(f)(4)(v) requires that licensees conduct; physical inventories according to written inventory instructions for each inventory which identify the means by which nuterial on inventory will be listed to assure that each item is inventoried and that there is no duplication.

Contrary to the above, on June 24, 1987, the inspector determined that the licensee failed to provide written inventory instructions for the October 1986 physical inventory for verification of the transfer of inventory data fran the handwritten inventory sheets to the ccuputerized inventory sunmary report, which constitutes the official inventory results. Thirty-three discrepancies were identified by the inspector which included:

cmission of two inventory line itens; duplication of tm inventory line items; incorrect anounts entered for six inventory line items for either the uranium, uranium-235 or net weight.s; and incorrect tag numbers on twenty-three inventory line itens.

Response

1) On June 29, 1987 we issued NRC/ DOE Fonn ZEF-ZEF-34-1 entering corrections of cmitted, mispunched, and duplicated entries for the October 8, 1986 physical inventory. At the same time we submitted a revised NRC/ DOE Form 742. The net effect was a reduction in elanent of 14,980 grams and an increase in isotope of 300 grams.

2) For the October 8, 1986 and June 8, 1987 physical inventories, inventory tickets were verified (visual cmparison) four (4) times to cmputer printouts as per "Schedule of Cmpletion of Post-Inventory Activities." This schedule was not included in the written inventory instructions.

For the next physical inventory, this schedule will be revised and included in the written inventory instructions. The revised instructions will be as follows:

Verify all inventory tickets are entered correctly to Database and are extracted on the cmputerized Inventory Smmary Report.

a) Keypunch all handwritten inventory tickets to Database.

b) Overpunch (machine verify) all entries to identify, correct and eliminate keypunch errors avi anissions.

c) Run extract to generate inventory sunmaries.

d) Verify the number of physical handwritten inventory tickets to the ntsnber on the cmputerized inventory smmary report.

3) The date full empliance will be achieved will be prior to our next physical inventory when we issue written physical inventory instructions.
