On September 18, 1996, the Nuclear Regulatory Commission (NRC) issued Generic Letter (GL) 96-05; Periodic Verification of Design-Basis Capability of Safety-Related Motor-0perated Valves. The NRC has requested that licensees establish a program, or to ensure the effectiveness of its current program, to verify on a periodic basis that safety-related MOVs continue to be capable of performing their safety functions within the current licensing bases of the facility. The NRC expects that the program should ensure that changes in required performance resulting from degradation can be properly identified and accounted for. Licensees that have developed periodic verification programs in response to GL 89-10; Safety-Related Motor-0perator Valve Testing and Surveillance, should review those programs to determine whether any changes are appropriate in light of the information in this generic letter.
The Big Rock Point staff has reviewed the plant's MOV Periodic Verification Guidelines, and concludes that the current program provides assurance of MOV performance. The Big Rock Point staff also concludes that the additional 180 day response as requested by the Generic Letter, is satisfied by this response.

The intent of the periodic verification testing is to verify switch settings are correct and to determine the amount of degradation of MOVs over the designated time interval. Big Rock Point has developed and implemented 1[d procedures that ensure correct switch settings are determined and maintained throughout the life of the plant. The periodic switch setting verification jkap method is based on a combination of surveillance testing, static diagnostic

testing and differential pressure diagnostic testing. Liberty Technologies' V0TES (Valve Operation Test and Evaluation System) testing is used for diagnostic testing. The switch setting verifications are scheduled to be performed on a 4 year interval, with provisions to perform verifications

j Evaluation of Differential Pressure (DP) diagnostic test results (e.g., valve factors, rate of loading, coefficient of friction) will be performed to determine the amount of degradation that has occurred. This information will then be incorporated into the torque / thrust calculations for the MOVs that were DP tested. These results will also be compared to the assumptions made for the MOVs that are not DP tested and appropriate changes will be made based on the results of this comparison / analysis.
Evaluation of Static diagnostic test results (e.g., open and close average running loads, open unwedging load) will be performed and results will be incorporated into the MOVs torque / thrust calculations as appropriate.
DP and static diagnostic test results and capability margins will be evaluated for indications of M0V performance degradation and to ensure MOVs remain setup to operate under design-basis conditions. Additionally, indications of M0V performance degradation will be analyzed and, if necessary, corrective action (e.g., valve and/or actuator maintenance, post maintenance testing, additional periodic verification testing) will be initiated.
