Dear Mr. LaRue:

! This refers to: 1. NRC's December 14, 1995 Order Suspending Licenses for i exports of nuclear materials and equipment to EURATOM and your response dated

! December 28, 1995 regarding General Electric specific license XR077 affected i by the suspension; 2. your letter dated November 7,1995 requesting an

! amendment to export license XR068; 3. your letter dated May 3,1996 requesting 1 an amendnent to XR080; and 4. General Electric specific licenses XR064, XR096, XR097 and XR110.

! Some of the subject licenses were issued to General Electric as long as

! twenty-five years ago authorizing exports of complete reactors or one or more i of the major components listed in 10 CFR 110 Appendix A, Items (1) through (4) i to specified reactor projects in Italy, Spain, Switzerland and Taiwan. All of i the licenses have been amended from time to time to extend their expiration 4 dates and to make other modifications.

l It is our understanding that no major reactor components remain to be exported j under any General Electric XR licenses and thus their only use is in exporting j minor replacement components (Appendix A, Items (5) through (9)). Yet, NRC's general export license in 10 CFR 110.26(a) separately provides export authority for such component exports to all of the above-listed countries.

In consultation with our Office of the General Counsel, we have concluded that 4

the appropriate course of action is to terminate licenses XR064, XR068, XR077, l XR080, XR097 and XR110.

receiving comments in writing by September 30, 1996. l 1
