ACKNOWLEDGEMENT LETTER REGARDING IDENTIFIED CONCERNS
Dear Mr. Laird:
Thank you for your letter dated May 28,1997 in response to our May 1,1997 letter to Mr. G. J. Toleski regarding fitness for duty (FFD) concerns at the Braidwood Nuclear Station.
in our letter, we requested that you review the concerns and inform us of the results of your review. These concerns involved a former contract employee stating that he was aware of other craft people working for a named contractor who were current drug users and that they were working on the night shift. The former contract employee also stated that the drug test was easily beat by substituting clean urine.
Your response indicated that the investigation of these concerns was performed by a member of the corporate security investigations staff who did not have a reporting relationship with individuals who administer the FFD program.
Your response stated that the investigation did not substantiate that other craft people employed by the specified contractor were current drug users, nor did it substantiate the

concern that beating the drug test was easily done by substituting clean urine. You j
indicated that the concerned individual refused to provide the names of individuals that he suspected were current drug users and that a review of the FFD related records pertaining to the contract employees indicated that none of them had a previous positive drug or alcohol test at your facilities. You also indicated that the concerned individual did not provide any additional information relating to his statement that the drug test was easily beat by substituting clean urine. You confirmed that your specimen collection instructions contained in Corporate Nuclear Security Guidelines were in accordance with 10 CFR Part 26.
We found your investigation to be sufficient to support your conclusions and we have no
- additional questions regarding this matter. We request that you retain the supportive documentation for your investigation of the concerns for a minimum of one year from the date of this letter.
