OF JULY 8, 1997, AP600 TELEPHONE CONFERENCE TO HYDR 0 GEN DIFFUSION FLAMES The subject telecon was held on July 8,1997, between members of the Nuclear Regulatory Commission (NRC) staff, and Westinghouse. The attachment is a list of the participants.
1 The purpose of the telecon was to discuss two Westinghouse submittals con-i cerning hydrogen diffusion flames. The submittals were a May 1, 1997, (NS0-NRC-97-5104) submittal that provided a revision to the diffusion flame 4
i report, and a April 21,1997,(NSD-NRC-97-5078) submittal that provided responses to request for additional information (RAI).
In the April 21, 1997,
~1etter Westinghouse provided a response to RAI 480.947. The staff did not understand the following statement made in the response concerning diffusion i
flames at the in-containment refueling water storage (IRWST) vents:
"Due to the available flow paths for entrainment into the diffusion flame and its thermal plume it is not anticipated that the flame will attach to the wall."
i After some technical discussion, the staff stated that it could not come to i
the same conclusion.
Further, the staff believed that if the diffusion flame did contact the containment wall it would cause failure of the containment.
Therefore, the staff believed that the diffusion flame report did not support the assumption that the failure probability of the containment was zero if a diffusion flame were to occur at the IRWST vent.
Westinghouse stated that a sensitivity analysis was performed in the i
probabilistic risk assessment (Section 50.6.2.6) which assumes containment failure from large hydrogen releases through the IRWST. The staff agreed to review this analysis. The staff also stated that it did not intend to perform a confirmatory calculation of the effects of the diffusion flame on the containment, because of the above stated position.
Therefore, the staff informed Westinghouse that it no longer needed detailed design information to perform this calculation that it had requested through RAI 480.950 and the staff retracted this question.
