Dear Mr. Ratliff:
In response to Congressional and General Accounting Office concerns regarding i
the need to improve the collection process of nuclear material event data;
. Nuclear Regulatory Commission (NRC) evaluated and subsequently revised the i
event reporting process for the collection of information on events involving the use of radioactive byproduct material, including medical j
misadministrations.
As a result of internal and external review of NRC's nuclear material event reporting program, the following two activities were determined to be necessary:
(1) development of an enhanced nuclear material events database i
(NMED) and (2) improvements in the collection of information on material l
events that have occurred in the Agreement States.
As part of this effort, NRC and the Agreement States have worked together collectively to implement improvements to the event reporting process, including voluntary participation in the " Nuclear Material Eents Database (NMED)," and participation in a six-month trial program. Aoditionally, NRC drafted and distributed to the Agreement States, a draft " Handbook on Nuclear Material Event Reporting in the Agreement States," containing guidance and revised procedures for the review, reporting, evaluation, and followup of nuclear material events.
In support of this effort, we would like to meet with you to discuss your process and experience for handling and reporting events to NRC. The information gained will be used, together with other information, in the I
completion of an overall staff assessment of improvements in the area of event reporting, experience gained during the six-month trial program, and whether more formal requirements are needed regarding reporting of event information by Agreement States. Additionally, we will bring a copy of the final Windows version of the Nuclear Material Events Database (NMED) for installation. We j
