1. I am Regional Support and Oversight Section Chief in the Operator I.lcensing Branch in the Division of Licensee Performance and l

Guality Evaluation in the Office of Nuclear Reactor Regulatien at the United States Nuclear Regulatory Commission Headquarters. My t

professional qualifications are attached.

2. The purpore of my affidavit is to clarify the record in this proceeding concerning the regrade of question 6.03(b) in Mr. Morabito'r t

examination by the NRR Operator I.lcensing Branch in October 1987.

Mr. Morabito's examination was originally graded by Mr. Silk without proportioning answers to points per question. In the October 1987 NRR t

regrade of question 6.03(b), the proportionate grading method was used ,

for additional points given for answers given to cuestion 6.03(b).

Therefore, question 6.03(b) is the only place in Mr. Morabito's examina-tion where proportionate grading is used. If the original grading system I t

had been used. Mr. Morabito would have received an additional 0.5 points  ;

for one additional correct answer. NRR used the proportionate grading i l

method since it is the most commonly used but we did not inquire into

. Mr. Silk's method. We have only recently realized that we changed Mr. Silk's grading method for only one question since we did not do a complete regrade of the entire examination. Since the original grading system did not consider extra answers, we believe it would have been appropriate to give an additional 0.5 points for question 6.03(b) rather than to distribute the 1.5 possible points among the four answers. We -

regret that this matter did not come to our attention earlier.

PROFESSIONAL OUALIFICATIONS OF THFODORE L. SZYMANSKI Experience:

December 1982 - Present Section Chief, Regional Support and Oversight Section (Previously Pressurized Water Reactors Section Leader)

Supervised and reviewed work of Headquarters personnel in the assigned section of the Operator Licensing Branch, for the development, preparation and administration of examinations to applicants for operator and senior operator licenses for nuclear reactors. Assisted Operator Licensing Branch Chief in managing the audits of regional functions in the area (s) of development, preparation and the administration of examinations by regional and contractor personnel.

April 1979 - December 1982 Reactor Engineer (Examiner) - Coordination and implementation of all activities associated with the examination and the licensing of operators for Westinghouse pressurized water reactors and non-power reactor facilities in accordance with 10 CFR 55; including preparation, edministration and grading of written and operating examinations. Qualified as an NRC examiner on Westinghouse and non-power reactor facilities.

March 1975 - April 1979 Nuclear Engineer (Instructor) -

Responsible for coordinating, developing, implementing and evaluating pressurized water reactor technology training programs for NRC inspectors and other NRC professional employees (ie. , NRC examiners).

Conducted classroom and simulator training.

July 1969 - March 1975 Chief Supervisor of Operations / Maintenance for TRIGA pulsing reactor. Possessed Atomic Energy Commission, Senior Reactor Operator's license. Responsible for the operations of the TRIGA reactor. Supervised reactor operations, training, maintenance, research, and isotope production. Periodically acted as physicist-in-charge of the reactor division, 1963 - July 1969 j
