  • and citizen groups within the 10-mile area of Seabrook station, Roberta Fevaar wishes to inform you that it supports those Towns who have not 603/92b6230 prepared evacuation plans since they have come to the conclu-Hampton Falls H sion that the public cannot be protected from a nuclear acci-dent. Those towns who do not and will not participate in the evacuation planning are Hampton, Hampton Falls, Kensington, Rye, North Hampton and South Hampton.

Governor John Sununu, the N.H. Civil Defense Agency and Public Service Co. of N.H. have submitted plans "for these towns" to you, with the intent of taking over the police powers and the authority of the Towns, stating they can act in place of town officials.

We, the League of Towns, reject this takeover of our rights, and we reject the theory that our town officials and citizens i

can be conscripted in this' manner for the use of a private M '

utility.

League of Towns P.O. Box 2120 Hampton, New Hampshire 03842 603-926-0536 FOR MMEDIATE RELEASE February 5, 1988 BOARD OF DIRECTORS Stadra Cavutis 603/394-7347 The League of Towns, through N.H. State Representative K4:sington NH Roberta C. Pevear (R-Hampton/Hampton Falls) praised the NRC 3111 Lord licensing board for ruling on the side of public safety in 617/388-174s the Shoreham nuclear plant decision. The board said Shore-h abury x^ ham's evacuation plan is "fundamentally unsatis f actory be-Dean Marchant cause it relies on utility workers, rather than police, to 603/778-7817 move people after an accident.

Strtthas NH Pevear said, "Six of the Towns in N.H. within 10 miles of the Seabrook plant have come to the conclusion that the 6 $8 nya Nu public cannot be protected from a nuclear accident, and, therefore, they will no longer participate in evacuation plan-Roberta Favear ngngn.

603/926-6230 H.apton Falls NH Public Service Co. and the N.H. Civil Defense Agency have submitted plans for these towne to the NRC, without the approval of these towns, and they maintain the State of N.H.,

taking over the police powers and authority of the Towns, can act in place of town officials.

"Governor Sununu would have the public believe that his plan has been endorsed by all the Towns in N.H., and that they can be carried out to protect the public in case of an acci-dent at Seabrook," Pevear stated.

The League of Towns consists of representatives of Towns anil citizen groups within the 10-mile area. The Tcwns which dispute the claims of the utility and the Governor a e Hampton, Hampton Falls, Kensington, Rye, Nor th Hampton and South Hampton.

Bruce Mantville, the representative of Hampton in the League of Towns asked, "How can the Licensing Board in the Seabrook Hearings possibly believe Hampton with its beach popu-lation can be protected by outside workers and hirelings, when we say it cannot be done by our own elected officials and em-

.ployees?".

Dean Merchant, State Democratic Representative, Strathara and Greenland, stated, "The League supports these Towns in their contentions that the public will not be adequately pro-tected, and calls on the NRC to rule on the side of safety in the Seabrook hearings, as they ha ve at Shoreham" .
