. SUBJECT: NRC INSPECTION REPORT 50-298/97-06 AND NOTICE OF VIOLATION

An NRC inspection was conducted May 18 through June 28,1997, at your Cooper Nuclear
i
!
Station reactor f acility. The enclosed report presents the scope and results of that
j
inspection.
!
i
in general, we found your activities to be sound. Your decision to reduce power to fix
i
increased unidentified leakage in the drywell was appropriate. However, during this period,
a violation associated with having inappropriate procedures or instructions in place was
identified. These examples of inappropriate procedures show that your continued emphasis
is needed to ensure that proper procedures are in place and followed.

This violation is cited in the enclosed Notice of Violation (Notice) and the circumstances
surrounding the violation are described in detailin the enclosed report.
Please note that you are required to respond to this letter and should follow the instructions
specified in the enclosed Notice when preparing your response. The NRC will use your
response, in part, to determine whether further enforcement action is necessary to er,sure
compliance with regulatory requirements.

In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter, its

enclosure (s), and your response will be placed in the NRC Public Document Room (PDR).
