MEETING TO DISCUSS SAFETY-CONSCIOUS ENVIRONMENT
Dear Mr. Kenyon:
This letter confirms the meeting on Thursday July 31, 1997, at 2:30 p.m. at NRC Headquarters in Rockville, Maryland, One White Flint North, Room 12 Bil, to discuss actions Northeast Nuclear Energy Company (NNECO) is taking to minimize the potential for chilling effects resulting from your employment decisions announced on July 23, 1997. This meeting was arranged in a telephone conversation between Dr. William Travers and Ms. Patricia Loftus on July 24, 1997.
.In a recent action, NNEC0 disciplined several employees who are or were in the training department. Several NNEC0 staff has contacted the NRC alleging that these particular disciplinary actions will discourage staff from identifying safety I
concerns. We appreciate the need for NNECO to make legitimate, nondiscriminatory j
employment decisions and recognize that persons who have engaged in protected activities are not irrmune from legitimate disciplinary action. However, in light of i
the concerns being raised, staff would like to disc 4ss with NNECO actions that are being considered to minimize possible chilling effects. The focus of this meeting j
is not to discuss the reasons for taking the disciplinary actions.
