y By letter dated April 29,1997, SNC requested that the NRC approve a " proposed alternative" per 10 CFR 50.55a(a)(3) to IEEE 279-1971, Section 4.7.3 for FNP Units I and 2 on an interim basis until necessary protection / control system hardware changes can be implemented. In that letter, it was stated that FNP plans to be in compliance prior to Mode 3 entry following the Unit i 15* refueling outage (Fall 1998) and the Unit 212* refueling outage (Spring 1998).
r SNC has made the decision to replace the steam generators in both Unit I and Unit 2. As a result,
. complying with the previously stated dates for completing the modifications to the steam generators would cause SNC to expend the funds for the modifications twice, once for the current steam generators and once for the replacement steam generators. Therefore, it is requested that the approval for the " proposed alternative" be extended to the steam generator replacement outages currently schAuled for the Unit i 16* refueling outage (Spring 2000) and the Unit 214* refueling outage (Spring 2001).
