Dear Ms. Kock:

Due to the implementation of social distancing guidelines under Commonwealth of Virginia Executive Order 53 (Reference 3} and the subsequent Phase One Executive Order (Reference 4), which preclude the in-person gatherings that are necessary for the conduct of emergency preparedness training and drills, BWXT Nuclear Operations Group - Lynchburg, Inc. (BWXT NOG-L), is requesting relief via a temporary license amendment until December 31, 2020, from two specific Emergency Preparedness requirements in Chapter 8 (Emergency Plan} of the SNM-42 License Application.

Relief requests for the monthly Emergency Team training and quarterly emergency organization drills were included in our March 23, 2020 relief request (Reference 2) that was issued concurrent with Reference 3. At this juncture, the Commonwealth of Virginia has not established a firm date for easing of the guidelines for in-person gatherings. As a result, relief in the form of a temporary license amendment is necessary to ensure regulatory compliance. Specific details of our request are contained in the enclosure to this letter and were prepared following the guidance of Section 4.E in Reference 5.
