1997 BIG ROCK POINT EMERGENCY EXERCISE SCOPE AND OBJECTIVES Attached is a description of the scope and objectives for the October 21,1997, Big Rock Point Plant emergency exercise. Big Rock Point has requested an exemption from the 1997 annual emergency preparedness exen:ise in a letter dated July 17,1997, due to he permanant cessation of operation of the plant by August 30,1997. If the exemption is granted, the scope and objectives attached will no longer be applicable.

Demonstrate m-entry and recovery in accordance with procedures.

Allow adequate free play for players to demonstrate their capabilities.

Accurately assess performance of exercise players and controllers and provide written documentation.
