SUBJECT:

NRC INSPECTION REPORT 50-010/97009, 50-237/97009, 50-249/97009,

AND NOTICE OF VIOLATION

Dear Mr Perry:

This refers to the inspection conducted from April 19 to May 30,1997, at the Dresden

facility. The purpose of the inspection was to determine whether activities authorized by

the license were conducted safely and in accordance with Nuclear Regulatory Commission

(NRC) requirements. During this period, routine resident inspections, augmented by

visiting resident and regional personnel inspections, were performed. During the 6-week

period covered by this inspection period, your conduct of activities was generally

characterized by safety-conscious operations. The enclosed report presents the results of

these inspections.

During this period, your staff performed three shutdowns and four startups of Unit 2.

Your staff demonstrated the ability to perform these major evolutions in a controlled

manner with good communications. However, the inspectors identified that some of your

staff's performance of more routine activities was not in accordance with procedures.

Based on the results of this inspection, the NRC has determined that a violation of NRC

requirements occurred. This violation is cited in the enclosed Notice of Violation (Notice)

and the circumstances surrounding the violation are described in detailin the subject

inspection report. The violation is of concern because effective and timely corrective

actions were not taken to address improperly stored boric acid and borax staged for use

during alternate boron injection.

You are required to respond to this letter and should follow the instructions specified in the

enclosed Notice when preparing your response. The NRC will use your response, in part,

to determine whether further enforcement action is necessary to ensure compliance with

regulatory requirements.
