This letter transmits the report of an inspection conducted by Mr. Thomas J. Kenny and?

others during April 28-May 2 and May 12-16,1997, at the Three Mile Island 1 reactor
facility.. The inspection focused on the status of your Generic Letter 89-10 motor-operated
.' valve program, evaluated licensee event reports (LERs), and reviewed several unresolved
items. The preliminary findings were discussed with you and members of your staff at the
,
ecnclusion of the inspection on May 16,1997.
GPD Nuclear Corporation committed to plans for resolving outstanding motor-operated
.

valve issues in a letter to the NRC dated June 17,1997. On the basis of your letter and
the resulta of this inspection, the NRC is closing its review of yo'ur program implemented

under Generic Letter 89-10,'" Safety-Related Motor-Operated Valve Testing and
