None Specified Docket No. 71-6406 Revision No. 8 By application dated December 23, 1987, Naval Reactors, Department of Energy requested that Certificate of Compliance No. 6406 be amended to include a S3G-3 Removable Noninstrumented Fuel Assembly (RHFA) in a Model No. 95K-218 shipping container as an authorized shipment, The proposed contents of a single, unirradiated S3G-3 RriFA presents no criticality hazard since the fuel assembly contains 337 grams of U-235. In addition, the certificate authorizes only Fist 11e Clast 111 shipments, under which various approved contents may not be mixed on a single transport vehicle.

The certificate as amended authorizes the shi ament of one S3G-3 RNFA per package and only one package per shipment. Tie form and quantity of the fuel is such that the release of radioactivity in excess of allowable limits is precluded even if structural darnage to the fuel should occur.

The staff concludes that the proposed amendtrent satisfies the requirements of 10 CFR Part 71.
