NRC RADIATION PROTECTION INSPECTION REPORTS 50-373/97010(DRS);
50-374/97010(DRS)

On June 27,1997, the NRC ' completed an inspection at your LaSalle County Nuclear
Power Station. The purpose of the inspection was to review the solid radioactive waste
(radwaste) processing and shipping and the radiological environmental monitoring
programs. Observations of significant radiological work, such as the ongoing spent fuel
pool inventory reduction / cleanup activity, were also performed. The enclosed report
summarizes the results of this inspection.
We noted that the radiological environmental moeite ing program was well implemented,
'
that the radiological planning and controls for the spent fuel pool work were effective, and
that proactive efforts were taken by your staff to varify the material condition of the
radwaste tank rooms. We are concerned, however, with several problems that we
identified with the radwaste shipping program, some of which should have been resolved
through your self-assessment process. In particular, a Non-Cited violation was issued for
the failure to provide accurate guidance in the radioactive waste shipping procedures. We
also identified a weakness with the communication of radiological hazards to workers and
with the control of radioactive material. These specific problems resulted, in part, from
the failure to clearly communicate management expectations in station procedure.

In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter
and its enclosures will be placed in the NRC Public Document Room.
