This written report is provided in compliance with Part 21 and is a follow-up to a telephone call made to Mr. Bill Wagner at Region V on January 29, 1983 by Richard A. Dean, Senior Vice President of GA Technologies.
The safety evaluation described in Part.21 is not yet complete.
However, this report to the Comission was initiated by the subject being brought to the attention of Dr. Dean before the evaluation was completed.
He then informed the Comission within the two day time limit specified in the regulation.
Therefore, this report is a sta*'.e report and does not identify a reportable defect at this time.
We believe that it is possible that replacement parts for a helium circulator of the Fort St. Vrain Plant were delivered to Public Service Co. of Colorado (PSC) where the quality designation was not properly specified on the purchase orders that were written by GA.
PSC knows about this and is performing their own assessment. The NRC resident inspector was informed of this by PSC and has been in touch with NRC Region IV and NRR on this matter.
In the meantime, GA is reviewing purchase orders to assess the extent of the problem. When this review is complete, the results will be assessed for any safety significance.
In addition, GA is reviewing its own procedures with respect to any needed corrective action to prevent recurrence.
Our review of the purchase orders is in progress. Our overall assessment is being coordinated with PSC and a safety evaluation should be complete shortly thereafter.
