Docket No. 50-456 Docket No. 50-457 This confirms our plans as discussed between Lew Miller of this office and Sara Reece-Koenig of your staff to hold a meeting at 10:00 a.m. on January 9, 1994, at the NRC Region III Office, 801 Warrenville Road, Lisle, IL 60532.
This meeting is an enforcement conference to discuss the events on and about November 11,'1994, regarding the rod control' surveillance and apparent failure' to open the trip breakers when required by Braidwood Technical Specifications.
At the enforcement conference, you should be prepared to address the issues identified in Inspection Report Number 94028.
I The purposes of this conference is to discuss the apparent violations, their

causes and safety significance; to provide you the opportunity for you to l
present your proposed corrective actions.
In addition, this is an opportunity for you to provide any information concerning your perspective on 1) the severity of the issue, 2) the factors that the NRC considers when it determines the amount of a civil penalty that may be assessed in accordance with Section VI.B.2 of the Enforcement Policy, and 3) the possible basis for I
exercising discretion in accordance with Section VII of the Enforcement Policy. You will be advised by separate correspondence of the results of our deliberations on this matter. No response regarding these apparent violations is required at this time.
This enforcement conference will be open to public observation in accordance with the Commission's continuing trial program as discussed in the enclosed Federal Register notices (Enclosure 2). Although not required, we encourage you to provide your comments on how you believe holding this conference open to public observation affected your presentation and your communications with the NRC.
