SUBJECT:

PHYSICAL SECURITY INSPECTION AT THE CALLAWAY NUCLEAR POWER STATION

(INSPECTION REPORT NO. 50-483/94013(DRSS))

Dear Mr. Schnell:

This refers to the inspection conducted by Mr. G. Pirtle of'this office

between November 28 and December 6, 1994. The inspection included a review of

authorized activities for your Callaway Nuclear Power Station facility. At

the conclusion of the onsite inspection, the findings were discussed with

those members of your staff identified in the enclosed report.

Areas examined during the inspection are identified in the report. Within

these areas, the inspection consisted of selective exam hattons of procedures

and representative records, interviews with personnel, v4 observations of

activities in progress.

During this inspection, certain of your activities appeared to be in violation

of NRC requirements, as specified in the enclosed notice. The violation

pertaining to the protection of Safeguards Information is of concern because

it showed that previous corrective actions were not effective in preventing

recurrence. However, the inspection showed that more aggressive and

comprehensive corrective actions are hc 4g taken to correct the identified

violation and to prevent recurrence. k r understanding of your corrective

actions is described in Paragraph 5 of the enclosed inspection report.

Consequently, no reply to the violation is required and we have no further

questions regarding this matter at this time. We will continue to monitor

completion of corrective actions identified in your action plan pertaining to

this issue.

We also noted during the inspection that the number of loggable security

events for this year is the lowest since the plant has been licensed. This is

a noteworthy achievement. Additionally, the recent security force

reorganization effort appeared to have been effectively implemented, and self

assessment efforts within the security section were cdeouate.
