Attendance at the meeting is documented in Enclosure 1. During this meeting, we discussed your staff's
! evaluations and actions in response to NRC followup inspection findings documented in NRC Inspection Report 50-482/94-13 and related to the recent failures of the voltage regulator for both of the facility emergency diesel generators. The meeting began with an opening statement related to specific NRC concerns about these events. The stated concerns were first, the apparent failure to use formal management control processes during the licensee incident investigation; second, the failure to write a deficiency document concerning the second voltage regulator failure; and third, perceived poor communications I between NRC inspectors and facility management staff during inspection exit meetings. The discussion included a presentation by the licensee staff who indicated how the two violations in the inspection report were to be addressed. ' Licensee presentation materials are in Enclosure 2. We are pleased that, in response to the first concern, you have decided to strengthen your incident investigation team process. We were also pleased that your staff, in general, was receptive to improving communications both internally and with the NRC.
