SUBJECT: COMBINED INSPECTION REPORT NOS. 50-317/94-33 AND 50-318/94-32

Dear Mr. Denton:

This letter transmits the findings of an inspection of licensed operator

requalification training conducted by J. Prell and N. Maquire-Moffitt from

~

November 14-18, 1994, at Calvert Cliffs Nuclear Power. Plant, Units 1 and 2.

The inspection was conducted to verify that the Calvert Cliffs'

j

requalification program for licensed operators ensured safe power operation by

l

effectively evaluating how well individual operators and crews have mastered

training and performance objectives. The inspection findings were discussed.

'

with Mr. K. Nietmann and other members of your staff at the conclusion of the

inspection.

Overall, the requalification training and evaluation program was determined to

',

be excellent. The training department did a very good job of identifying

operator weaknesses and recommending appropriate remediation. Operations

department involvement with the requalification training program was found to

be a major strength. The inspectors concluded that Calvert Cliffs' response

to past events involving operator errors was prompt and effective. The

,

training feedback system was also determined to be effective.

In accordance with 10 CFR 2.790 of NRC's " Rules of Practice," a copy of this

letter and the enclosure will be placed in the NRC Public Document Room.
