PERFORMANCE INDICATORS i

In response to your memorandum dated June 6,1997, staff of the Division of Waste Management (DWM) has reviewed the draft Performance Indicators for the Division of Industrial and Medical Nuclear Safety (IMNS).

In general, the staff believes that these Performance Indicators should provide an excellent method to evaluate the performance of the nuclear materials program overseen i

by IMNS.

DWM staff's general comments are summarized in Attachment 1 and the staff's specific comments are summarized in Attachment 2.

GENERAL COMMENT

S ON DRAFT IMNS PERFORMANCE INDICATORS The IMNS review program outlined in the memo dated June 6, 1997 appears to be a workable methodology for identifying any potential rough spots in a program and providing a way of focusing resources for improvements. Conceptually, the process could have tangible benefits for fine-tuning licensing and inspection programs.

j The question of whether the process should use an internal self assessment or outside reviewers should be answered in the context of resource demands and j

impacts. Our view is that a formalized process that emphasizes outside reviewers and formalized reporting may create an unexpected resource demand on staff for adequate raiew prepar6 tion, and formal detailed responses to potential findings.

Both of these activities would potentially require redirecting some staff resources away from division program areas.

The review process would be more beneficial if it were used as an internal self assessment. in which the results and findings of the process would be incorporated into the normal planning cycles without the burden of formalized reporting and responses.

Agreement State personnel, on a limited basis, could be beneficial for consistency in regional,pectrum of experience and potentially enhance feedback for a broader s headquarters and Agreement State programs.

SPECIFIC COMMENTS ON ORAFT IMNS PERFORMANCE INDICATORS P.I. #1 Technical Ouality of Work Products 1.

The goal stated in the first paragraph of capturing a " representative cross-section of actions for varfous types of licenses [ emphasis added]

and devices" is somewhat confusing, considering the statement in the third sentence that IMNS processes 50-60 exempt distribution licensing 2

actions and 150-200 sealed source and device reviews each year. Suggest replacing the phrase "of actions for various types of licenses and reviews" in the first sentence with "of licensing actions and device reviews."

As part of the review of the quality of licensing and inspection guidance IMNS may wish to consider including an evaluation of the mechanism for, and tracking of, requests for assistance that are passed i

on to other NMSS Divisions. This may shed light on the timeliness (or lack thereof) of responses to requests for assistance, as well as the quality of the response provided to other NRC offices by IMNS.

It is unclear if the intent of the statement "In particular, the reason for apparent trends in staffing must be explored" refers only to the turnover in staff, as discussed in the next sentence, or if it is intended to include other staffing practices. Suggest revising the sentence to clarify whether staff turnover will be the focus of the review or whether additional staffing trends will also be reviewed.
