20$$5 PLANT V0GTLE - UNIT 1 NRC DOCKET 50-424 OPERATING LICENSE NPF-68 REACTOR TRIP BREAKER TECHNICAL SPECIFICATIONS Gentlemen:

In response to Enforcement Action 87-115 Georgia Power Company (GPC) indicated that a proposed change to the Vogtle Unit 1

Technical Specifications would be submitted to clarify the allowed outage time for reactor trip breakers.

Since that respons7 was submitted, GPC has been informed that the NRC staff intends to issue a safety evaluation report (SER) in the near future documenting their review of Hestinghouse Electric Corporation's HCAP

10271, Supplement 2,

"Evaluation of Surveillance Frequencies and Out of Service Times for the Engineered Safety Features Actuation System."

Among the Technical Specification changes proposed in this HCAP are revisions to the Allowed outage times and surveillance times for the reactor trip breakers and the automatic trip and interlock logic.

Since these changes are currently under review on a generic basis, GPC now proposes to await the issuance of the staff's SER and submit appropriate proposed changes to the Vogtle Technical Specifications following issuance of the NRC staff's SER.

In the interim, GPC will apply Action 13 of Technical Specification 3.3.1 in the following manner:

ACTION "Hith one of the diverse trip features (undervoltage or shunt trip attachment) inoperable restore it to OPERABLE status within 48 hours5.555556e-4 days <br />0.0133 hours <br />7.936508e-5 weeks <br />1.8264e-5 months <br /> or declare the breaker inoperable and apply ACTION 10.

The breaker shall nX be bypassed while one of the diverse trip features is inoperable except for the time required for performing maintenance to restore the breaker to OPERABLE status."
