Dear Sir:

The purpose of this letter is to requ'est an exception to the use of the Washington Interagency Telecommunications System (WITS) for the Nuclear Regulatory Commission Emergency Operations Center (NRC0C) telecommunications switching services. The Nuclear Regulatory Commission (NRC) is consolidating its office space located in Bethesda. Maryland to a single building located at Two l White Flint North (TWFN) 11545 Rockville Pike. Rockville. Maryland which will be  !

supported by WITS. NRC plans to relocate and install the existing NRC0C Private i Branch Exchange (PBX) to TMFN to provide continued switching support to respond i to nuclear emergencies involving NRC licensees and emergencies in foreign l countries, j

t The NRC0C is currently located in the Maryland National Bank Building (MNBB), at 7735 Old Georgetown Road. Bethesda, MD. It is staffed 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> per day. 365 days l per year, and has direct, continuous communications with all nuclear power  !

facilities in the U.S. The facility serves as the central response, coordination l and communications center during emergencies involving nuclear facilities and i materials. Immediate, reliable communications are necessary at all times with i the nuclear power facilities, other Federal age.ncies, state and local l authorities, and foreign locations. l The NRC0C uses a PBX at the Betherda location to provide necessary l telecommunications switching services. The same services will be required at the i new location. After the construction and implementation of the new NRC0C at the TWFN location parallel systems will be operated at both locations for 30 days during a transition period. The facility is scheduled to be fully operational by .

June 1.1994, and relocation of NRC0C staff into the TWFN facility is scheduled l to be completed by June 30. 1994.

The NRC will be the sole Federal agency at the TWFN location, and all NRC staff in the building other than those in the NRC0C will use WITS telecommunications services. The PBX was acquired with GSA approval under DPA Case number KMA 93-0041.
