SU$PECTED EMPLOYEE CONTROLLEO SUBSTANCE USE Over the past weekend, the 11censee suspended (pending their investigation) site access of two personnel, a Senior Reactor Operator ($RO) and a sht f t clerk. This occurred as a result of third party allegations related to drug use. Both individuals gave urtne sarples which are now at a laboratory for analysts. The licensee informed the NRC Senior Resident Inspector on 9/6, but did not indicate that one individual was an SRO.

The allegation has not been substantiated at this time. NRC Region 1 is following licenset actions on this matter.

Media interest in this event began 9/11. The Itcensee is responding to media inquiries,are analyses butcomplete.

SENIOR REACTOR OPERAT0P $USPENDED

On January 73, 1967, the licensee informed Pegion 111 (Chicago) that an NRC-licensed Nuclear Supervising Operator had been suspended on January ??.1987, as a result of a positive test result in a random drug screening conducted on January 15, 1987. The operator's site access has also been suspended. Both an initial test and a confirming test of the sample showed Ptsitive findings - indicative of sore than a passive inhalation of TNC. the active ingredtent, in mortjuana. The test results were received by the licensee ce January 22. 1987.

The Itcensee conducted an tenedtate review of the operator's work assignmeets over the

pr9vious two weekt. He had perforced instrument panel walkdowns while the plant was in

! ce)d shutdown. There was no evidence of error in his performance, i

. about possible drug use, in a previous random drug screening in October 1906, the test results for this individual were negative.

The licensee's actions are in full compliance with its Fitness for Duty Program.

The State of Michigan will be inforved of this information. .

This Safeguards Event Report is being submitted under the provisions of 10CFR 73.71(b)(2) and (d), and section 1(a) of Appendix G to Part 73.

At 1435 hours0.0166 days <br />0.399 hours <br />0.00237 weeks <br />5.460175e-4 months <br /> PDT on October 9,1987, with Unit 1 operating at 91% power, Unit 2 shut down for refueling, and Unit 3 at 100% power, the Station determined that an employee, who is a licensed reactor operator assigned to Units 2/3, had failed a drug test. The employee was on vacation and not in the Station protected or vital areas at the time.

The employee's protected and vital area unescorted access authorization was withdrawn at

1436 hours0.0166 days <br />0.399 hours <br />0.00237 weeks <br />5.46398e-4 months <br /> the same day and has not been reinstated. Upon his return to work from l vacation on October 15, 1987, the employee, who has been employed by Southern California Edison Company (SCE) since June 30, 1980, was suspended without pay until October 30, 1987. During that period, he completed the in patient portion of an SCE-approved drug I l treatment program, and has submitted prcof of completion to SCE. An updated background ,

i investigation, covering the period since the last investigation, was conducted with j l negative results. The employee passed a urinalysis drug test administered on October 30, 1987, and will be subject to periodic monitoring while employed by SCE. The employee is currently undergoing evaluation to determine whether he can continue to be .

medically certified to retain a reactor operator license under the provisions of 10 CFR  !
