Letter from G. R. Horn (NPPD) to U.S.NRC Document Control Desk dated May 13,1994, " Clarification of the IPEEE and USI A-46 Completion Schedule" Gentlemen:
In the above reference, Nebraska Public Power District (District) informed the Nuclear Regulatory Commission (NRC) that it expects to complete and submit the Unresolved Safety Issue (USI) A-46 Seismic Evaluation Report and the Individual Plant Evaluation for External Events (IPEEE) report for Cooper Nuclear Station (CNS) no later than September 1995 and December 1995, respectively. These completion dates were based on the need to perform the joint IPEEE seismic and A-46 walkdowns during the first refueling outage following, by at least six months, the resolution of all GIP issues, along with final report preparation time subsequent to the outage. The completion dates were also based on expectation that the next refueling outage would commence February 1995.
The purpose of this letter is to provide revised completion dates for both the IPEEE and A-46 reports. These completion dates are based on the revised 1995 refueling outage schedule, which is now anticipated to commence October 1995. Based on this refueling outage schedule, the District expects to have the IPEEE evaluation completed and forwarded to the NRC no later than August 1996. This completion date allows for approximately the same amount of time to put together the final IPEEE report as to what was anticipated in the original schedule.
The District also expects to complete and submit the A-46 Seismic Evaluation Report no later than May 1996. Similar to the IPEEE completion date given above, this date allows for approximately the same amount of time (180 days following the refueling outage) to put together the final report as what was anticipated in previous submittals concerning this issue.
At the present time, the District is not aware of any major open items which would prohibit the joint A-46/IPEEE walkdowns from being performed during the 1995 refueling outage.
If any major open item develops or is discovered, that may further impact the IPEEE or A-46 schedules, the District will inform the NRC on these matters as soon as practical.
