e The Nebraska Public Power District (District) herewith revises Proposed Change No.135 to the Cooper Nuclear Station (CNS) Technical Specifications submitted previously (Reference).
Proposed Change No.135 requested revision of CNS Technical Specification requirements associated with the Control Room Emergency Filter System (CREFS) to facilitate a modification designed to improve the system performance.
Pursuant to discussions held between District and NRC Staff members during a December 20, 1994 teleconference, the District proposes several revisions to delineate, in the CNS Technical Specifications, certain system performance requirements. The proposed revisions are discussed below and detailed in the attachment.
Proposed Change No.135 requested revision of Sections 3.12.A and 4.12.A of the CNS Technical Specifications, " Control Room Emergency Filter System," to permit installation of a modification to improve system performance. The modification consists of the installation of a larger capacity fan and qualification of the litter train to improve Control Room envelope pressurization capability. The modification would allow adjustment of the system flowrate up to a maximum of 1000 CFM, the maximum qualified flowrate for the CREFS filter train.
Proposed Change No.135 requested that the system flowrate required to be demonstrated be revised from 341 CFM i 10% to < 1000 CFM and incorporated a new requirement to 6k 94123o0231 941227 O

Ilowever, the surveillance requirements associated with demonstration of filter train capability, i.e, filter train differential pressure test, in-place cold DOP tests, and halogenated hydrocarbon leak tests were specified as proposed to be conducted at the " system design flowrate." While it was the District's intention with this change to allow some flexibility in CREFS system operation while ensuring operation below the maximum qualified filter train capacity of 1000 CFM, the District recognizes the need to specify a flowrate for system performance testing to ensure, through the Technical Specifications, that these performance tests are conducted at actual design operating conditions, and will therefore be representative of CREFS performance. Therefore, the District revises Proposed Change No.
135 to specify a system design flowrate of 900 CFM 10% for these surveillance tests. These revisions will ensure that the surveillance test results are representative of actual system performance, and therefore, that the system will be capable of performing its safety function.
The specific revisions to Proposed Change No.135 affect only page 215a of the Technical Specifications. A mark-up of showing the revisions to Proposed Change No.135, and a revised copy of page 215a is attached. The changes are described below.
3.12. A.1
- The last sentence of the paragraph is removed, which reads "The emergency bypass fan shall be demonstrated to provide < 1000 CFM."
This was determined to be inappropriately included in the Limiting Conditions For Operation, and subject to misinterpretation. Further, the appropriate surveillance requirements are included in Section 4.12.A.
4.12. A. I.a - The surveillance requirement for the filter train differential pressure test was revised from performance "at system design flowrate" to performance "at a flowrate of 900 CFM i 10%."
4.12. A. I.c - The surveillance requirement for the in-place cold DOP leak tests and the halogenated hydrocarbon leak tests was revised from performance at "the system design flowrate" to performance at "a flowrate of 900 CFM i 10 %."
4.12. A. l.i -
The maximum flow rate specified in this surveillance requirement has been revised from a value of"< 1000 CFM" to "< 990 CFM". This change has been made in order to be consistent with the changes made in Surveillance Requirements 4.12.A.I.a and 4.12.A.l.c (where 900 CFM + 10% equals a value of 990 CFM).
These changes do not change the intent of Proposed Change No. 135, nor affect the conclusions reached by the significant hazards analysis.
These changes simply clarify a reasonable value for the system design flowrate, and ensure through Technical Specification controls that the surveillance tests will reflect actual performance capability for the CRI!FS.
U. S. Nuclear Regulatory Commission December 27,1994 Page 3 of 4 This revision to Proposed Change No.135 has been reviewed by the necessary District safety review committees and incorporates all amendments to the CNS Facility Operating License through Amendment 165 dated July 16,1993.
By copy of this letter and the attached, the appropriate State of Nebraska official is being notified in accordance with 10 CFR 50.91 (b)(1). Copies to the NRC Region IV Office and the CNS Resident Inspector are also being sent in accordance with 10 CFR 50.4(b)(2).
